Naharlagun, Oct 31: A three-day training on power and functions of Drawing & Disbursing Officers (DDOs) in two batches–one for the officers of the Capital Complex and another for officers of District Administration holding the responsibilities of DDOs commenced at Administrative Training Institute ( ATI) Naharlagun on Tuesday.
The main objective of training is to familiarize the officers discharging duties of DDOs about General Financial Rules (GFR), Goods & Service Tax (GST), Delegation of Financial Power Rules (DFPR), Central Treasury Rules (CTR) and National Pension System (NPS).
It also aims to help DDOs in financial management, conceptual abilities and skills with regards to various rules in Financial Administration and Functions.
Inaugurating the training programme, Director Audit & Pension Md Abdul Basit advised the participating officers to inculcate habit of studying Rules Book with special reference to Delegation of Financial Power Rules, 1982.
He said, “Very often it is miss conceived that DDOs are empowered with financial powers, but in actual sense, DDOs discharge a simple functioning of financial powers on behalf of a Head of Department or Head of Office with certain limitations, and the real financial powers are vested with the Finance Department only.”
The Director Audit and Pension also advised the officers discharging duties of DDOs not to blindly sign bills or documents on good faith or under the influence of dealing hands. One should be sure about the appropriate rules before signing any document where financial transaction is involved, he cautioned.
ATI Director Pate Marik, Assistant Director cum Course Coordinator Nani Khambo and Assistant Director Bamin Tarang also spoke on the occasion.
