ITANAGAR, Dec 01: In a representation to the state Chief Secretary on Thursday, the Pro-Dam Movement of Arunachal Pradesh (PDMAP) has sought immediate rollback of the 2000 MW Lower Subansiri Hydro Electric project from the Kolaptukur under Dollungmukh circle claiming that the project will create Inner Line Permit and boundary issue between Arunachal and Assam.
The organization claimed that the NHPC has recently stated that Kolaptukar village does not come under the project affected area despite the NHPC authorities already constructing few office structures at Kolaptukar. ‘The NHPC authorities are not functioning from the said office but are being run from Gerugamukh in Dhemaji (Assam)’, the organization stated adding that the Executive Director, NHPC and over a thousand employees from Assam are entering the state without obtaining any ILP.
‘Till date about five locals of Kolaptukar village had lost their lives by falling on the tunnel of project. The district administration paid Rs.4 lakhs each as compensation to two of the victims but the NHPC authorities fail to pay any compensation to the victims’, it stated.
It also claimed that the downstream affected areas on left bank i.e. in Assam had been sanctioned an amount of Rs. 470 crores for flood protection measure and for development of downstream area but the right bank of the river i.e. in Arunachal side had not been sanctioned any amount as flood protection measures.
While claiming that the GoAP has to face a loss of Rs. 300 crore per month as the project has been stalled for the last 6 six years, it stated that it will be more beneficial if the said project is dropped and a new project is launched within the state’s jurisdiction.
The PDMAP also alleged the NHPC of not following the CPSU norms as per the CEA direction and State Power Policy: 2008 of Govt. of Arunachal Pradesh as per which employees required for a particular project have to be engaged from the project affected area only.
