ITANAGAR, Feb 12: A group of villagers from Lungsa, Malu, Leya, Payu and Pallang has urged the chief secretary to initiate CBI or SIT inquiry into their allegation that fund to the tune of Rs 6,63,19,906, which had been sanctioned for the construction of the PMGSY road from the PWD road to Palang (Stage-I) in Phassang circle of Kurung Kumey district, has been misappropriated.
In a representation to the CS, the villagers said the project has not been executed as per the DPR. They urged the CS to direct the authority concerned to halt further payment to the contractor executing the project, and to direct the Layang Yangte RWD division executive engineer to construct the road as per the DPR.
The villagers claimed that the contractor who had been awarded the project had failed to start the project for over six months, adding that it was “contravene of the terms and conditions of the contract of the standard of bidding documents and was liable to be cancelled, but despite non-fulfillment of terms and conditions, the authorities allowed the said contractor to execute the said work instead of inviting a fresh NIT.”
The group also claimed that no compensation was paid to the landowners of the villages where agricultural plots were damaged due to the project, and said it was in contravention of the provisions in the project’s DPR.
