Union terms DDSE’s clarification baseless

ITANAGAR, Jun 27: Reacting to Kamle DDSE Likha Tugor’s clarification with regard to the disbursement of student stipends in the district, the All Kamle District Students’ Union (AKDSU) on Thursday termed the clarification baseless.
In a statement, the union claimed that the DDSE had received the stipend amount from the school education director on 3 January and 19 March.
“However,” it said, “till the declaration of the district bandh by the union, protesting against the non-disbursement of 10 months’ stipends, the DDSE did not release the stipend.”
Ridiculing the DDSE’s claim that he personally visited schools, the union alleged that it was after the AKDSU mounted pressure that Tugor set up camp at the Hotel Singhik in Daporijo and disbursed the stipend money to the headmasters and the teachers in-charge concerned.
“We have obtained some documentary evidence wherein the DDSE has issued money receipt of Rs 10,80,000 on 22 June to the headmaster in charge of the government upper primary school in Liruk,” the AKDSU claimed.
It also held the DDSE, as the head of the education department in the district, responsible for the fake enrollment that were reportedly made to obtain stipends.
“If there are any fake accounts of students, then the stipends of such amounts should be deposited back to the state exchequer. The disbursement of stipends in cash, violating the DBT norms, itself speaks of anomalies,” the union said.
The AKDSU further clarified that its general secretary, Guchi Nir, did not execute any contract work, “as falsely claimed by the DDSE.”
It also contested the DDSE’s clarification with regard to the deduction of amounts from the CMSSY, stating that the DDSE had no authority to deduct any amount from the contractor “as it was in violation of GFR and DFPR and CVC rules.”
The union questioned the DDSE’s holding back 20 percent amount against CMSSY works, saying, “If the works were not executed by the contractors as per the DPR and not completed yet, why did he (Tugor) have to release the bill?”
The AKDSU said the DDSE supplied “false, fabricated and misleading statement to the press” instead of issuing a clarification on the union’s 12-point charter of demands.
