Union opposes ‘two plans for one district’

ITANAGAR, May 20: Reiterating its complaint that all the matters related to jurisdictional problems between the capital complex DC and DDSE and the Papum Pare DC and DDSE have not been resolved yet, the All Papum Pare District Students’ Union (APPDSU) has urged the union human resource development (HRD) ministry to not accept two separate annual work plans and budgets in the Project Approval Board (PAB) meeting for one district – Papum Pare – under the ISSE programme.
Informing that the PAB meeting for the 2018-‘19 session is scheduled to be held on 23 May, the APPDSU in a letter to the HRD ministry’s school education and literacy secretary said “the letter issued by the office of the state education secretary on 23 January, 2017, clearly stated that in the absence of a gazette notification for the capital complex district, separate district annual work plans and budgets for integrated RMSA 2018 will not be prepared, and that the plan for the catchment area of the capital complex should be integrated under the district of Papum Pare.”
“The letter which was sent by the state education secretary on 15 June, 2017, requesting for approval of preparation of separate annual work plan and budget for the capital complex was to misguide the union HRD ministry, and it was totally under the pressure of some vested political interest only,” the union claimed.
“Empowering the capital complex DC with delegation of other power equivalent to DC, Yupia, by the state government without proper gazette notification causes chaos and confusion in Papum Pare district and it is the reason why a separate plan for the capital complex has not been granted by the central government since 2008 till date,” the union said.
It said it has already urged the state government several times not to take up a separate plan in the PAB meeting for the capital complex under the ISSE programme in the absence of a gazette notification for the capital complex district.
