Govt urged to release contractors’ payment

ITANAGAR, May 29: Claiming that the state government has not released the payment of contractors in various departments despite their having executed the works, the All Arunachal Contractor’s Welfare Association (AACWA) in a release on Tuesday said contractors throughout the state are facing financial crisis because of this.
“They are even finding it hard to get their children admission in schools and colleges,” the association claimed.
“It has come to our knowledge that the union rural development ministry had released funds for making payments under the PMGSY in March 2018, but the state government did not release the payment to contractors. If the state government diverts the development fund to other heads, it will lead to delay in submission of utilization certificates (UC). Due to non-submission of UC on time, the government of India will not release fund on time,” it said.
The association urged all the executing agencies to maintain the codal formalities as per the CPWD, the CVC, and the GFR while implementing any contract work.
It alleged that some of the departments allow contractors to take up work in advance and publish the NIT later, which it said leads to tussles among the contractors. It warned that AACWA members will soon visit all the work departments, and file PILs if violation of the laid down norms are detected.
