ITANAGAR, Jul 2: The department of karmik & adhyatmik (chos-rig) affairs (DoKA) has opened a mini-library at its directorate near the Siddhartha Vihar monastery here. The library has a collection of books on Buddhist philosophy, moral ethics, Buddhism in the Himalayan region, etc.
