Escalation in noise pollution

I am writing to express my concern and that of many residents regarding the escalating issue of noise pollution stemming from events at the Dorjee Khandu State Convention Centre, IG Park, and private gatherings across various sectors and colonies in Itanagar.

These mindless brutes can go on making noises without any sense till late midnight, and even sometimes past midnight. It is unbearable for studying students at night and sick people especially. Truly, there is a lack of common sense among some denizens in the capital city. The constant intrusion of loud music into our residential areas is negatively impacting the quality of life for many, and urgent action is needed to address this matter.

While recognising the cultural and social importance of events hosted at the Dorjee Khandu State Convention Centre and private celebrations, it is crucial to strike a balance that respects the peace and wellbeing of nearby residents. The disturbance caused by excessive noise, particularly during nighttime, is not only a nuisance but also has detrimental effects on the health and sleep patterns of individuals in the community.

Under Rule 5 of the Noise (Regulation & Control) Rules, 2000, the use of loudspeakers is prohibited from 10 pm to 6 am. However, it has come to our attention that these regulations are often overlooked, or not enforced effectively.

It is essential for the Arunachal Pradesh State Pollution Control Board (APSPCB) to work closely with event organisers, venue management, and local authorities to implement measures that mitigate the impact of loud music on the surrounding residential areas.

The APSPCB should take immediate and decisive action to address this issue. It should ensure that events held at the Dorjee Khandu State Convention Centre, IG Park and other private celebrations in various sectors and colonies adhere to the permissible noise levels, especially during the restricted hours from 10 pm to 6 am.

I propose that the APSPCB collaborate with the state government to implement a more efficient system to handle noise complaints. Specifically, the state government could establish a toll-free number dedicated to receiving complaints related to noise disturbances. This toll-free helpline would serve as a direct channel for residents to report instances of excessive noise, enabling swift action by the authorities.

The process could involve dispatching the police to the reported location to assess the decibel levels of the sound. Strict fines should be implemented for those found in violation of noise regulations.
