ITANAGAR, 8 Aug: The state Cabinet has approved launching the Arunachal Pradesh State Youth Policy, 2025, marking a pivotal step towards holistic youth development.
The decision was taken during a Cabinet meeting held here on Friday, under the leadership of Chief Minister Pema Khandu.
The youth policy outlines nine youth development goals, aimed at ensuring quality education and sustainable employment opportunities; promoting entrepreneurship, innovation, and skill development; encouraging healthy lifestyles and wellbeing; strengthening youth leadership and civic engagement; unlocking creative potential through arts, culture, and sports; transforming Arunachal into a premier hub for sports and adventure activities; promoting cultural heritage and biodiversity awareness; and creating an inclusive, safe, and just society for the youths
The policy envisions a collaborative approach, involving all stakeholders, including government departments, NGOs, CBOs, and youth organizations.
In a significant social welfare reform, the Cabinet approved relaxations under the Chief Minister Disability Pension component of the Chief Minister Social Security Scheme (CMSSS).
All persons with disabilities, regardless of age, are now eligible. Earlier it was three years and above. Eligibility now includes persons with 40% disability and above (earlier it was 70%).
Other existing criteria remain unchanged. This progressive measure aims to ensure wider coverage and support for the divyangjan community in the state.
The Cabinet also adopted steps to strengthening higher education infrastructure, under which 18 posts will be created at the Donyi Polo Government College, Kamki, in the science stream; 10 assistant professor posts will be created; four posts of laboratory assistants will be created: 4 MTS postswill be created; and five posts of principals will be created for the government colleges in Geku, Basar, Palin, Roing, and Tawang.
The Cabinet also announced reforms in the recruitment rules for stockman and laboratory assistant in the Animal Husbandry Department.
For the posts of statistical inspector and marketing inspector, the Cabinet replaced the outdated 1999 rules with the Agriculture Statistical Inspector Group-C Recruitment Rules, 2024, enabling direct recruitment of fresh statistical graduates.
Amendments have been made in the Forest Department service rules, with the Cabinet approving rules under the Department of Environment, Forest and Climate Change; the Arunachal Pradesh Forest Service Rules, 2019 (Group-A, gazetted, non-ministerial); and Range Forest Officer Recruitment Rules, 2019 (Group-B, gazetted, non-ministerial).
The Cabinet also approved the Arunachal Pradesh Arun Parivar Patra Authority Rules, 2025 for ensuring uniform procedures and operational clarity for all stakeholders. Framing of these rules will also ensure effective enforcement of data protection and consent norms, while public confidence in the transparency and fairness of the system will be maintained.
The Cabinet was briefed about the proposed inauguration of the new court building of the Itanagar Permanent Bench of the Gauhati High Court on 10 August. The new court building heralds a new era of swift and seamless justice delivery to the people of Arunachal Pradesh.
“These collective decisions of the state Cabinet reaffirm the government’s commitment to inclusive governance, youth empowerment, academic excellence, and transparent administrative reforms,” the CM’s PR Cell informed in a release.
