ITANAGAR, 11 Jan: The Itanagar Capital Region (ICR) district administration has declared the 36-hour bandh announced by the All Nyishi Youth Association (ANYA) from 13 January illegal under Section 144 CrPC, r/w the Arunachal Pradesh Unlawful Activities (Prevention) Act, 2014.
In a notification issued on Tuesday, ICR DC Talo Potom directed the association to refrain from enforcing the bandh, and to call it off.
Saying that bandh calls in the ICR have led to unpleasant law and order situation, resulting in loss of lives and properties in the past and huge economic losses, the DC said that “any damage or destruction to public or private properties shall be recovered from the bandh callers.”
Informing that violators of the order shall be viewed seriously and penal action taken as per the law, the DC also directed the ICR SP and the executive magistrates to enforce the order.
Based on receipt of information from reliable sources that “there would be a huge influx of supporters of bandh call from the districts to the capital region, which may lead to serious law and order problems,” the DA has prohibited the entry of non-domicile person(s) without valid reason/medical emergency into the ICR till 14 January.
The DA has issued additional orders, directing bonded warehouses and liquor shops to remain closed from 12 January till the end of the 36-hour bandh.
Shop owners and garages have also been instructed to immediately remove unused tyres stacked in their shops/garages as they are used by illegal bandh callers to create law and order problems.
Private and government offices and establishments, along with halls and institutes have also been requisitioned and placed at the disposal of the ICR SP for accommodation of 40 companies of forces for maintaining law and order in the capital from 11 January until further orders.
In apprehension that electric poles, pipes, construction materials, etc, kept along the national highway and
sector roads may be misused during the bandh, the executive engineers of the departments concerned, along with the IMC have been directed to remove them by 12 January without fail.
On 10 January, the ANYA announced a 36-hour capital bandh from 13 January, seeking Chief Minister Pema Khandu’s resignation.
On 10 December last year, the ANYA had alleged that there were several charges of corruption against the CM, and the association had submitted a representation to the state government, serving a 15-day ultimatum, seeking clarification on the allegation.
Again, on 30 December last year, the ANYA had demanded that the CM resign within seven days, after the state government had failed to issue any clarification on the allegation.
