ACS alleges violation of MGNREGA guidelines

ITANAGAR, Dec 18: The Arunachal Civil Society (ACS) has alleged that the master circular of MGNREGA Act,2005 has been violated by state rural development department while implementing the centrally funded schemes.
In a representation to the RD and Panchayati Raj minister, the ACS said that as per Master Circular 2019-20, the RD department should have an state level engineering wing headed by chief engineer if the funding pattern is above one thousand crore. ‘In those cases where expenditure is less than Rs.1000 crore, the cell shall be headed by a superintendent engineer rank official’, the representation said.
The ACS further claimed that the file No.CD-228/2016(E) part for Re-Organisation of RD & Panchayati Raj Engineering Wings (without financial benefits) by incorporated the Master Circular of MGNREGA Act,2005, which got administration approval from the CM, has been lying idle in the RD department for more than 22 months. It appealed to the RD minister to immediate recall the aforesaid file.
The ACS further wanted to know ‘under what provision, the state Government has given DDO power to PD & BDO under DRDA; whereas as per RTI, there is no such financial delegation power specified to the PD as well as BDO so far.”
The society requested the RD and PR minister to resolve the issues and for proper implementation of the MGNREGA guidelines as per master circular.
